What does it actually mean when someone says a wine is “dry”?

It doesn’t mean the wine is bitter or that it dries out your mouth.

A dry wine simply has very little residual sugar left after fermentation, so it doesn’t taste noticeably sweet.

That means a wine can be fruity in flavor and still be completely dry. 🍇
