On September 4, 2025, at approximately 4:06 p.m., an officer was dispatched to take a harassment report by telephone involving alleged threats made by Richard Armstrong.

According to the probable cause statement, the reporting party, a general manager of a Casey’s store in Sedalia, stated she had been contacted by a Casey’s Risk Management Specialist regarding a concerning telephone call from Armstrong. The call reportedly involved Armstrong’s ex-wife, who was employed by Casey’s at the time.

The reporting party stated Armstrong made multiple allegations against employees at the store and referenced ongoing issues involving his ex-wife. According to the report, Armstrong ended the call by stating that if nothing was done regarding his ex-wife and the allegations, he had friends in the Mob who “aren’t afraid to come into the store with guns and take care of business.” He further allegedly stated there would be a “blood bath.”

The reporting party expressed concerns for the safety of the 11 employees at the location, particularly Armstrong’s ex-wife, and requested additional law enforcement presence in the area while the incident was investigated.

The probable cause statement notes that an officer had spoken with Armstrong on September 3 regarding Armstrong’s claim that his ex-wife was harassing him. During that contact, Armstrong showed the officer messages from a juvenile associated with his ex-wife directing Armstrong to stop contacting her and another family member.

The officer advised Armstrong that they did not wish to communicate with him and instructed him to cease further contact. According to the report, investigators later learned Armstrong continued contacting other Casey’s employees regarding his ex-wife. He also allegedly called and emailed Casey’s customer service channels while demanding that she be terminated.

Charges were filed July 6th, 2026, and the warrant served August 24th, 2026, from this incident.

Armstrong is now charged with making a terrorist threat 2nd degree.

On July 22, 2026, at approximately 5:59 p.m., an officer responded to a reported assault involving Raydell Wesley.

According to the report, the first victim stated she had been in possession of Wesley's dog for approximately 22 days. She reported having no contact with Wesley for more than 20 days until the previous night, when Wesley messaged her and told her to take care of the dog.

The victim stated Wesley arrived at the residence on July 22 and wanted the dog returned. She reported telling Wesley he was not allowed at the residence. According to her statement, Wesley then entered the residence, pushed her into a wall, and struck her on the right side of her face.

The report states a second victim stepped into the entryway after the altercation became physical. Wesley allegedly struck the second victim on the right side of his face.

According to the report, the second victim had previously suffered a traumatic brain injury and continued to experience complications from that injury. The report states the strike caused him to have a seizure. Personnel with the Pettis County Ambulance District transported him to Bothwell Regional Health Center for treatment.

Wesley is now charged with Burglary 1st Degree, Assault - 2nd Degree - Special Victim, and Assault- 4th Degree.

On August 19, 2026, at approximately 3 p.m., a Trooper patrolling the Missouri State Fairgrounds was notified by the victim that a white male subject, later identified as Dustin L. Mcilroy, had assaulted him and physically restricted his movement by forcing him to walk to an area where he did not want to go.

The victim stated he was sitting on a bench at the Missouri State Fairgrounds when Mcilroy approached him and grabbed his wrist. According to the victim, Mcilroy stated, "You look hot. Do you want some water?" The victim reported that Mcilroy pulled him to his feet and placed his arm tightly around the victim's neck. Mcilroy then allegedly forced the victim to walk northbound on the roadway. According to the victim, he asked where they were going, and Mcilroy said they were going to his car to get water. The victim stated he removed Mcilroy's arm from his neck and walked away from him.

A check of Mcilroy's criminal history showed he was currently on probation or parole for domestic assault in the second degree and stalking in the first degree. Mcilroy is now charged with Kidnapping in the third degree.

On May 11, 2026, the Pettis County Sheriff's Office received a report from the Warrensburg Police Department regarding sexual misconduct with a juvenile. During a Division of Family Services interview conducted at the victim’s school, the victim disclosed that her family member, Cayden Alexander Ritzo, had shown her his p***s and naked buttocks. The victim further disclosed that Ritzo made her touch his p***s. The alleged incident took place at her father’s house in La Monte approximately one year prior.

On May 19, the victim participated in a forensic interview at Child Safe. During that interview, the victim again disclosed that Ritzo exposed his p***s and made her touch it with her hand. The victim stated Ritzo told her not to tell her father what happened. The victim also stated Ritzo made her place a piece of cardboard between his buttocks.

On June 4, investigators interviewed the victim’s father for another investigation involving another juvenile victim. During that interview, the father described observing Ritzo standing in the juvenile’s bedroom with his pants down. The father reported he ordered Ritzo to leave the room and questioned the juvenile about what happened.

On August 19, investigators interviewed Ritzo at the Pettis County Sheriff’s Office. During the interview, Ritzo provided possible explanations for the juvenile having seen his p***s. Ritzo stated the victim may have seen his p***s while he was changing with the door open, or while he was walking around the residence wearing ill-fitting shorts. Ritzo also stated the victim may have touched his p***s while he was lying with her or playing with her. Ritzo initially stated he would help the victim use the bathroom, but later said the victim would ask to use the bathroom. Ritzo denied forcing the victim to touch his p***s or intentionally exposing himself to her.

Investigators requested to search Ritzo’s phone, and he consented. During the search, investigators located approximately 9 images that appeared to be Child Sexual Abuse Material (CSAM) in the form of animated cartoon characters. Investigators also located 14 links to websites that had been accessed on the phone, which included nonconsensual fe**sh videos (staged).

Ritzo is now charged with statutory so**my or attempted, sexual misconduct involving a child under the age of 15, and possession of child po*******hy.
