Don't get murdered in Evanston Illinois. If you do, chances are good the Police will give your family the run around for a few months before blaming everything on someone who is already dead. If someone dead isn't available to blame, they will wait patiently until a rookie officer gets scared and shoots someone during a tense situation. That someone who is now dead will get blamed for your murder. Worse, that someone while being dead is also unable to provide a defense against the bogus charge. Adding insult to injury, the involved officers will be instructed to not file reports on the incident thus completing the cover up.
According to a table on page seven of the City of Evanston's 2014 Police annual report, only TWO deadly force Use-of-Force reports were filed during 2013. We have determined through FOIA requests, FIVE officers were involved in the December 16, 2013 shooting of Kevin Ross. Based on that table, a minimum of three officers (likely all five) did not file reports. Why were officers either instructed to or allowed to refrain from filing reports?
The only available exemption in the City of Evanston's Use of Force guidelines are six magic words contained within General Order 16.1 section VII B1. Those magic words are "or as directed by a supervisor".
