Dear Governor Murphy,
I am writing to respectfully urge you to veto S4509/A6295 due to the severe and unintended consequences it will have on New Jersey’s legal h**p industry and the approximately 1,500 law-abiding small business owners who depend on it for their livelihoods.
I am one of those small business owners. Like many others across the state, I have operated my business in full compliance with existing New Jersey and federal law, investing substantial personal savings, time, and effort to build a responsible, legal enterprise. This includes leasing commercial space, purchasing inventory and equipment, hiring employees, paying taxes, and meeting all regulatory requirements placed before us. S4509/A6295 would effectively erase that investment overnight, putting my business — and many others like it — out of business through no fault of our own.
New Jersey’s h**p businesses have acted in good faith, relying on the regulatory framework established by the state. This legislation would force closures not because of misconduct, but due to sudden rule changes that offer no reasonable transition period or pathway to compliance. For many of us, this would mean lost jobs, broken leases, unpaid loans, and serious financial hardship for our families and employees.
These are small, locally owned businesses — retailers, manufacturers, farmers, and distributors — that employ New Jersey residents, support local economies, and contribute tax revenue to the state. Many are family-run, minority-owned, and first-generation businesses. Eliminating this industry will not protect these communities; it will devastate them.
Beyond the economic damage, S4509/A6295 raises serious concerns about fairness and regulatory overreach. It penalizes responsible operators while doing little to deter bad actors, and it risks driving consumers toward unregulated or illicit markets — undermining the public safety goals the bill seeks to achieve.
New Jersey has worked hard to establish itself as a leader in fair and thoughtful regulation. Vetoing S4509/A6295 would allow the state to pursue a more balanced and collaborative approach — one that protects consumers without destroying 1,500 compliant small businesses that followed the rules in place.
I respectfully ask that you stand with New Jersey’s small business community, protect law-abiding entrepreneurs, and veto S4509/A6295.
