The Palayan City Employees Multipurpose Cooperative (PCEMPC) successfully conducted its Policy Formulation Seminar on December 10โ11, 2025 at Hotel Veniz, Baguio City. This landmark activity gathered the cooperativeโs key leaders,led by Chairperson Loribelle C. De Guzman, Vice Chairperson Christopher Ryan Banaag, Secretary Dudley SM. Romero, and Board Members Marilou D. Bantique, Lena Hazel Gan, Mark Anthony Ortiz, and Leoncio Cortez, together with OICโCEO Maria Raquel Sagnit, all of whom actively participated in the discussions and workshop sessions.
To support the cooperative in crafting policies that are clear, consistent, and aligned with best practices, the seminar featured two distinguished resource persons. Mr. Brian John C. Mendoza of the Cooperative Development Authority Region III Extension Office served as the primary speaker on Effective Policy Formulation. His session highlighted the value of well-structured and evidence-based policies as the foundation of good governance, guiding officers through practical frameworks and methods for developing and evaluating cooperative policies.
Complementing this was an insightful presentation of Mr. Zoren Amat from the Department of Labor and Employment (DOLE), who discussed the Salient Provisions of the Labor Code. His lecture provided essential updates on labor standards, employee welfare, and employer responsibilities, key areas that will inform the cooperativeโs efforts to develop fair and legally compliant policies for its workforce.
Over the course of two days, the PCEMPC Officers engaged in meaningful conversations, assessed their existing systems, and collaboratively identified areas that require policy enhancements. The seminar fostered clarity, unity, and a renewed commitment to strengthening the cooperativeโs governance framework.
This milestone becomes even more significant as it marks the first time in the cooperativeโs 32-year history that a Policy Formulation Seminar has been conducted. It is a defining moment and a true legacy of the current officers, leaders who chose to pave the way for a stronger, more future-ready Palayan City Employees Multipurpose Cooperative.
