The mission of the Louisiana Oil Marketers and Convenience Store Association is to maintain a strong value-added membership in the state through advocacy, education, relationships and leadership. The Louisiana Oil Marketers and Convenience Store Association consists of 300+ members who own, operate, or supply over 3,000 convenience stores, service stations, car washes and other retail motor fuel o

utlets and car washes in Louisiana. These businesses supply nearly 3 billion gallons of fuel annually to Louisiana motorists while also serving the vast majority of commercial end users, including farmers, construction firms, and local and state government. The Association serves members by providing political representation, industry publications, educational sessions, a scholarship program, several annual events including the Expo and Convention, and membership incentives.

I had the privilege of writing an op-ed published in The Advocate today on behalf of the Louisiana Oil Marketers & Convenience Store Association (LOMCSA), shining a light on one of the most urgent issues facing our members—credit card swipe fees.

We’re championing the , a bipartisan, pro-small-business measure that would introduce real competition into the credit card processing market and lower costs for both merchants and consumers.

💳 Right now, fees range from 2–4% and cost businesses nearly $150 billion in 2024. These costs get passed on to everyday customers.

Louisiana’s fuel retailers and c-store operators need relief. We’re calling on Congress—including and —to stand with small business and pass this critical legislation.

Lower Credit Card Fees Will Help Louisiana’s Small Businesses Compete

Louisiana’s small businesses are the backbone of our economy, but we are being squeezed by credit card swipe fees that have grown unchecked. That’s why Congress must pass the Marshall-Durbin Amendment as part of the GENIUS Act—to finally introduce real competition to the credit card market and ease the pressure on Main Street.

Today, Visa and Mastercard control roughly 80% of the credit card market and use that dominance to impose ever-rising swipe fees. These fees—charged every time a customer pays with a credit card—are among the highest in the world. For small businesses across Louisiana, they’re an unavoidable cost that eats into our margins and forces many of us to raise prices just to stay afloat.

But we’re running out of room. Higher prices drive customers away, and the cycle continues. What we need is a fairer system—one where card networks compete on cost and service, not on monopoly power. That’s exactly what the Marshall-Durbin Amendment offers. By requiring that at least two unaffiliated networks be available to process credit card transactions, the amendment will break the stranglehold and give merchants a real choice.

This is not a partisan issue—it’s a practical fix to a structural problem. For too long, Louisiana businesses and consumers have paid the price while profits flowed to Wall Street. The Marshall-Durbin Amendment is our opportunity to change that.

I urge Sens. Cassidy and Kennedy to support this reform. Let’s level the playing field for Louisiana businesses and give our customers a break from rising costs.
