The mission of the Louisiana Oil Marketers and Convenience Store Association is to maintain a strong value-added membership in the state through advocacy, education, relationships and leadership. The Louisiana Oil Marketers and Convenience Store Association consists of 300+ members who own, operate, or supply over 3,000 convenience stores, service stations, car washes and other retail motor fuel o

utlets and car washes in Louisiana. These businesses supply nearly 3 billion gallons of fuel annually to Louisiana motorists while also serving the vast majority of commercial end users, including farmers, construction firms, and local and state government. The Association serves members by providing political representation, industry publications, educational sessions, a scholarship program, several annual events including the Expo and Convention, and membership incentives.

Lower Credit Card Fees Will Help Louisiana’s Small Businesses Compete

Louisiana’s small businesses are the backbone of our economy, but we are being squeezed by credit card swipe fees that have grown unchecked. That’s why Congress must pass the Marshall-Durbin Amendment as part of the GENIUS Act—to finally introduce real competition to the credit card market and ease the pressure on Main Street.

Today, Visa and Mastercard control roughly 80% of the credit card market and use that dominance to impose ever-rising swipe fees. These fees—charged every time a customer pays with a credit card—are among the highest in the world. For small businesses across Louisiana, they’re an unavoidable cost that eats into our margins and forces many of us to raise prices just to stay afloat.

But we’re running out of room. Higher prices drive customers away, and the cycle continues. What we need is a fairer system—one where card networks compete on cost and service, not on monopoly power. That’s exactly what the Marshall-Durbin Amendment offers. By requiring that at least two unaffiliated networks be available to process credit card transactions, the amendment will break the stranglehold and give merchants a real choice.

This is not a partisan issue—it’s a practical fix to a structural problem. For too long, Louisiana businesses and consumers have paid the price while profits flowed to Wall Street. The Marshall-Durbin Amendment is our opportunity to change that.

I urge Sens. Cassidy and Kennedy to support this reform. Let’s level the playing field for Louisiana businesses and give our customers a break from rising costs.

LOMCSA was honored to represent Louisiana at this year’s **EMA Day on the Hill** in Washington, D.C. Our members joined fellow fuel marketers nationwide to meet directly with lawmakers and advocate for the critical issues impacting our industry.

From energy policy and regulatory reform to small business protections and credit card swipe fees, we made sure Louisiana’s voice was heard loud and clear.

Throughout the day, our team held productive conversations with members of Louisiana’s congressional delegation, emphasizing the importance of common-sense policies that support our businesses, employees, and customers.

🚨 UPDATE: HB 228 – Internet Lottery Expansion 🚨

Thanks to your calls and emails, HB 228 was deferred in committee today after testimony from the bill’s author, Rep. Vanessa LaFleur.

❗️However, this fight is not over.

Rep. LaFleur announced plans to convert the bill into a study resolution on iLottery, with intentions to reintroduce this legislation in the 2026 Session.

What HB 228 Would Have Done:
Allowed 24/7 online sales of lottery tickets, bypassing local stores

Harmed small businesses that rely on in-store lottery sales and foot traffic

Increased access to gambling on smartphones, with fewer safeguards for vulnerable communities

We will remain actively engaged and continue to push back against any proposal that hurts Louisiana retailers and expands online gambling at the expense of families.

HB 228 is a dangerous bill that would allow the Louisiana Lottery to sell lottery tickets online, bypassing local convenience stores and opening the door to 24/7 online gambling access.

❌ Targets Vulnerable Citizens – iLottery preys on those already struggling—low-income families, youth, and people battling gambling addiction.

The ad launch coincides with U.S. House of Representatives and Senate introductions of Congressional Review Act (CRA) resolutions setting up the overturn of EPA’s issuance of a waiver green-lighting California’s Advanced Clean Cars II. 2024 exit polling showed 67% of voters oppose gas car bans and EV mandates.
