Nagkakaisa na mga Manggagawa ng Cardinal Santos Medical Center (KASANGGA-CSMC) was certified as sole and exclusive bargaining representative of the regular rank-and-file employees of Cardinal Santos Medical Center in an Order by the Department of Labor and Employment dated May 31, 2007. Cancellation of Registration and other related cases and several appeals filed by Alliance of Filipino Workers (

AFW) in behalf of its local/chapter United Employees of Cardinal Santos Medical Center (UECSMC-AFW), and CSMC Management operated and managed by the Hospital Managers Inc. On October 22, 2007, the Office of the Secretary dismissed the appeal and affirmed the Order appealed from. On January 15, 2008, the Office of the Secretary denied the motion. On August 25, 2009, the AFW in behalf of its local/chapter, Cardinal Santos Medical Center Employees Union (CSMCEU-AFW), filed a Petition for Certification Election among the Rank-and-File Employees of Cardinal Santos Medical Center, operated and managed now by the Colinas Verdes Hospital Managers Corporation (CVHMC).Unfortunately, in an Order dated November 23, 2009, the DOLE denied the petition for certification election. And on and January 6, 2010, the AFW in behalf of its local/chapter, CSMCEU-AFW, filed again a Petition for Certification Election and was denied by the DOLE on March 31, 2010. The Collective Bargaining Agreement (CBA) negotiation between KASANGGA-CSMC and the CVHMC was deferred because of the two (2) petitions filed by the CSMCEU-AFW.

Hazard Pay and Special Risk Allowances for Private and Public Frontline Healthcare Workers exempt under Bayanihan II

Hazard pay, risk allowances for frontline healthcare workers exempt under Bayanihan II

In line with Bayanihan to Recover as One Act or Bayanihan II, special risk allowances and actual hazard duty pay for frontline healthcare workers, and compensation to private and public health workers who have contracted COVID-19 in the line of duty shall not be subject to income tax under Revenue Regulations 29-2020 issued by the Bureau of Internal Revenue Philippines (BIR) on 15 October 2020.

To strengthen the healthcare system and pandemic response, Bayanihan II provides for more benefits for healthcare workers such as continuous employment for the Human Resource for Health (HRH), free life insurance, mandatory COVID-19 testing, and other other benefits, aside from the special risk allowance, actual hazard duty pay, and compensation for COVID-19 infection.
