On 16 October 2025, the Food and Drug Administration (FDA) endorsed to the Bureau of Internal Revenue (BIR) the updated list of medicines qualified for VAT exemption under the TRAIN Law and the CREATE Act, following careful FDA evaluation to ensure accuracy and proper classification.

Following this, the BIR issued Revenue Memorandum Circular (RMC) No. 108-2025 on 10 December 2025, providing updated guidance to prevent the use of outdated or incorrect medicine listings in the processing of VAT exemptions.

This update brings important relief to Filipino patients, especially those with chronic and life-threatening conditions, as VAT exemption helps lower the prices of essential medicines and reduces out-of-pocket expenses for families.

Aligned with the Bagong Pilipinas agenda and supportive of Universal Health Care, this initiative advances access to affordable, safe, and quality medicines for all.

The close coordination between the FDA and the BIR underscores the importance of inter-agency collaboration in protecting public health. The FDA remains committed to patient protection and to promoting equitable access to essential health products for every Filipino. 𝙋𝙖𝙧𝙖 𝙨𝙖 𝙏𝙖𝙤.

***FDA Advisory No.2025-1552 || PUBLIC HEALTH WARNING AGAINST THE ADVERTISEMENT, PROMOTION, MARKETING AND USE OF FOOD/DIETARY SUPPLEMENTS FOR THERAPEUTIC PURPOSES AND INDICATIONS***

The Food and Drug Administration (FDA) warns the public against the use of food/dietary supplements for therapeutic purposes, as these products are not drugs or medicines and must not be used to treat, cure, or prevent any disease.

In accordance with Republic Act No. 9711 or the “FDA Act of 2009”, a food/dietary supplement is defined as a processed food product intended to supplement the diet, containing one or more of the following dietary ingredients: vitamins, minerals, amino acids, herbs, or other dietary substances, and presented in dosage forms such as capsules, tablets, liquids, gels, powder, or pills.
